discontinued line handed over

I had a cellc line that was discontinued due to service failure. But a month ago I recieve a letter from debt collectors Select online saying that Cellc has handed over of which according to my knowledge when the discontinued the line they supposed to clear that account zero balance. I want explanation why im handed over and I want that account to be cleared and proof of clearance is need asap. This negligence is affecting my credit history
