disappointed with cell c service

I want to know why i cannot upgrade while i am on debt review as debt review dont pay my cell c , i do!. I have been a loyal customer to cell c for years and pay my account every month. Its a service and not a credit provider. I am very disappointed and you speak to call centre people all the time. No one can help you, they just say sorry you cant upgrade. Pathetic
