Decreasing of data when mobile data is off

I am very confused. I have noticed that Cell C is decreasing my data on my tablet, without my mobile data being on. When I use my Wi Fi (mobile data still off), my data is still decreasing. I have been doing screen shots since Saturday and the data keeps on decreasing and the mobile data and wi fi is off. My reference number is ***. please can someone explain this to me?
