Declined request to blacklist mini iPad

Hi. I was ****** of my iPad yesterday and when I went into the store to blacklist it I was told that it is not possible as the contract was cancelled or is no longer operational. Yes the contract ended but the iPad is insured with household insurance as its being used by my daughter for games. All I need is for the device to be blacklisted and I be provided with thw ITC number. What is difficult with that?
