deactivated sim card

I have previously reported the fact that my cellc sim card was deactivated. I had spoken to someone that was willing to help me their after changed the tune and passed the buck. My compliant is the number in question is off no use since I've been calling it everyday. So tell me what could be done to assist me in any way? It would be appreciated.
