Contract phone not delivered

I have app**** for a contract phone in feb/Mar 2021 even today I haven't received my phone but the account is active every month there's a debit order going off my account for something I don't have. I am done with Cellc and advise my brothers and sisters not to support cellc I tried to consult them to assist me with cancellation as I use my cellphone as a work tool wherever I go, had to get a new phone from a different network provider so I can be reached. I have called, sent emails,etc no help till this day.
