Contract phone never received but apparently is live wherever it is

I am currently being billed for a cellphone that I never received, I am receiving statements to review my total balance for the contract phone every month. I also wonder how cellc is been able to keep business and get new customers. I've asked, called, and email so many times since Feb/Mar when the contract was live till this date I've not received any help. My credit record is bad and lost so many scores re the above as I have to reverse the money each month.
