Contract cancellation overdue after it ended

My father had a contract from 2011. The contract has long ended. He called & asked that it be cancelled but he got bad service from Nelisiwe. He was given numbers that dont work. To this day Cell C still deducts money from hes account even after he asked the bank to reverse it,a couple of times. Can my dad be assisted with this.its long overdue now.
