Charged for BIS without owning a blackberry

I upgraded telephonically in November 2013 from a Blackberry phone to a Samsung S4 Mini but have been paying for BIS since November 2013 to date. BIS was only cancelled on the 26th of January 2016 after I enquired about my January debit order amount. How come this wasn't cancelled when I upgraded from blackberry knowing that I wont be using it. I am a loyal Cellc customer and I feel so ripped-off right now R60 is a lot of money for paying this long for something I don't use. Please refund.
