cellc line busy and I get billed anyway

So I started entering the coca cola competition and I sent the sms to *120*2653# and the msg said line busy when I see my balance it deducted the charge from my account but the entry never go through at first I tawt it was coca colas fault but after speaking to them they assured me its my network which is cellc please explain why you billing me for something that was not sent.
