Cell contract credits missing

Have a contract with supplier,( Ismart). Has been weeks trying to get sim swop done, then when the sim swop is done the credits are all missing and no one knows how to fix this. In mean time I am paying but receiving no service. My contract supplier has sent numerous comunications to get this resolved to no avail. To date no response from Cell c.
