Cell C with no POPI Act??

I called Cell C in regards to wanting to purchase a new phone however my personal information was shared to Dial a Gaurd. Does Cell C really practice the POPI Act?? The Dial a Gaurd agent informed me In order for me to get approved for the phone I would need to sign up for Dial a Gaurd which came as a surprise as to when does Cell C have such T&Cs or rather agreements ??? She was rude and not informative I ended up canceling the payment the first month before they could deduct any money and submitted the relevant documentation it's been the 4 month now and they are still deducting money from my account unauthorized. Numerous times I have called in only to be updated the agent would give me a call back such useless services provided I ended up not taking any phone with Cell C due to the experience of how they do business I am left with no resort but to report this matter.
