Cell C undercarpet policies

I have a contract with Cell C and I've always exceeded my bill's so my brother decided to give me his Cell C contract sim he no longer used for me to use when my allowance is finished to avoid high bill's due to data usage. I then diverted my calls when unavailable to the other sim.

So last month the 11th of May I got a notification from Cell C that I was out of bundle, I then proceeded to make the sim switch. A week and a half later I switched sims again to check my text messages on the original sim and was shocked to find I had been billed. I called customer care to query my charges and the first agent dropped the call on me. I called back and asked to speak to a manager and I was transferred to a manager, I made a complaint about the agent and the charges on my bill. The manager confirmed I had been billed for diverting my calls. I argued there's nothing in Cell C term's and conditions under billing which state's they charge for this service. The manager then raised a case for their back office team.

I was called by a lady called Musa who tried explaining why they billed me. I asked her why this isn't on my terms and conditions and she asked I email her the copy of my contract and I did. She referred me to point 17 and said it says technical support. I looked at my contract and tech support is point 16 and I explained I was told to call that department when I'm facing technical issues not when I want to use a functionality on my handset. She had first said to me that when I select the option on my phone a pop up message appears to indicate possible billing and this isn't true that only happens when you switch data roaming on.

Please help me as Cell C is charging me for a service that they have failed to state in our agreement I'd be billed for. If a company doesn't explain their billing how are we customers supposed to know. The agent who dropped the call on me didn't know what I'd been charged for he kept saying I made calls.
