Cell C turning of paid up to date contract repeatedly.

My daughters contract phone has been switched of for the 3rd time, even after payments has been sent through to Cell C from when the account was opened to date, showing NO MONEY IS OUTSTANDING on this account. No one willing to help and we are only receiving automotive responses.
