CELL C SUCKS

My phone that I got as a gift has been locked on cell c, after telling me that my device can be unlocked once I load 150 on as airtime, I am told that my device won't be unlocked, this goes against the FCC laws where cariers may not refuse to unlock a device to be open to other cariers, I will be taking this further to the customer commision, waisted my money on airtime for nothing
