Cell C says some numbers don't exist but they ring when dialed from other networks

Cell C doesn't recognize some phone numbers. When I call the same number from another network, then it rings. This is the number for Auto&General Insurance ***. According to Cell C, it doesn't exist but it rings when dialed from any other network. What the **** am I to do in an emergency and I can't call my insurance provider for assistance?????
