Cell c refuses to help me with my cell c account.

I have been calling cell c for the past 3 months asking for a settlement on my acc but the acc was handed over to the legal department.They keep transferring my call to that department and they never pick up.Its as if the department doesn't exist.if I tell them that they say that's the best they can do they can't help me.Ineed to clear my bureau records but I cannot since they are not willing to help me.
