Cell c refuses to give me my paid up letter

Cell c is now real refusing to give me my paid up letter, i don't know what's the meaning of this.

I have paid the money i owe them but I've been calling, emailing them to beg for my paid up letter.

Cell c i need my paid up letter please before you guys start saying i owe again.

I contacted them and they told me to call cell c, and now Andrew Mbukwa's office isn't responding to my emails
