Cell C Penalty ******ion despite full payments

I have communicated with Cell C numerous times that my bank account has been closed. Every month I pay my full account on time via EFT, but Cell C continues to charge me R70 penalty fees, due to returned debit orders. Every single month, despite the fact that they receive monthly full payments from me. Now I am being threatened with disconnection if I don't pay their penalty fees.
