Cell C - No customer service at all!!!!!!!!!!!

I forgot to pay my phone and when the phone got cut i didnt even realize as im at home and i have fibre so my phone is always on. I use whatsapp calls so also didnt realize this untill the fibre went down. I made payment called Cell C and sent POP. I was advised that my line will be opened as soon as the payment reflects. I sent the POP as requested so what is the issue? If i get stuck on the side of the road when picking up my kids from school and im unable to call my husband - Cell C will be kept liable for any damages or anything that happens in this time as i did what was asked and still my line is not open.
