Cell-C is two-faced, Do not trust anything they say, they keep lying to me...

I have continuously asked Cell-C fiber to attend to my matter but they are indirectly refusing by lying to me. They have promised to get back to me regarding a delayed refund (R1298) they promised me with their communication with ICASA, but to this day they haven't paid me. If anyone knows what is the next step in dealing with Cell-C as it clearly shows that they are good at lying and giving false hope. I am sick and tired of their lies and need an advice in getting them to pay me as promised and not give me a run around and playing 'We will get back to you' and 'We will refund the money into your account within 7 days' games.
