Cell c is restricting what you can do whit cellphone data

How is it that when I test my internet speed I get 15mbps on my phone but when I try to watch YouTube or Netflix it's slow? And it's not YouTube or Netflix that are having problems it's cell c restriction things I have paid for my data I can do whit it what I want And it's been like this for months
