Cell C is advice falsely.

It is going on for a long time that I am complaining about my fibre. As soon as I send a review someone phone's me just to say that they will let the right person phone me, and that is where it stop. But by tonight 12 they taken the money from my account for half service. I believe it is *****. How do a person pay for something in full and just get half the service. Can I take this matter further. As I believe they are the ones who are breached the contract. Cell C is advice falsely.
