Cell c gave my number to someone else while I'm still paying for it

I had a contract with cell c, my account was handed over. Payment arrangements were made. Cell s advised that my number was permanently disconnected, few days ago someone sent me some money via cash send. The message went to the old number. When I finally got the details I went to try and withdraw the money and it said the money has been withdrawn. I went to cell c store where they advised that the number was given to someone else on contract. This person withdrew the money. My question is how does cell c give my number to someone else on contract while I'm still paying for it. What happened to "permanently disconnected". I want my money and I want my number back. How are 2 people paying for the same number?

In terms of POPIA act you violated my rights, I do not understand anything. You were able to give me back my number after I provided proof that my money was withdrawn by this number when it was with the person you gave it to. Now I want my money that your "new subscriber" stole coz you gave him my number.
Ntibi didn't have an answer as to how this number was recycled so nothing was resolved. I want to know how it happened when my dealings with the number are still ongoing.
If you guys did everything according to the law, then how come you gave me back the number?
I need to know.

A contract number cannot legally be recycled to another person until the contract is either cancelled or written off. In this case neither was done. I'm not going to inconvenience myself by going to SAPS to open a case against a person I don't know, remember POPIA act. Cell c gave my number to this person therefore I am coming to Cell C to demand my money. Cell c can happily go to SAPS to open their case against their "friend" since cell c is the one that gave him my number. My beef is with cell c not the stranger that cell c has the details off. I repeat I WANT MY MONEY, I GAVE YOU PROOF THAT YOU REQUESTED AND NOW I WANT MY MONEY.YOU HAVE THE PERSONS DETAILS, GO GET MY MONEY FROM YOUR "FRIEND". and please respond publicly, why hide if what you did was legal?
