Cell C free WiFi calling a lie????

I do not understand why WiFi calling is not free as I am already paying for WiFi and paying for a more expensive phone to have this capability. Also why is it free for some phones but not all and why was I not informed about this when I upgraded. As it was free on my previous phone which was a p9
