Cell C – Formal Notice of Persistent Unauthorized Contact After Contract Termination and Opt-Out (POPIA / Regulatory Concern)
This serves as a formal escalation regarding repeated unauthorised communication from Cell C following confirmed contract termination, expiry, and explicit withdrawal of consent for marketing and renewal communications.
Background I provided formal notice of non-renewal and cancellation prior to contract expiry (17 April 2026). Cell C confirmed that the contract was cancelled and migrated to prepaid. I explicitly instructed Cell C on multiple occasions to cease all renewal, upgrade, and marketing communication. I was subsequently assured telephonically that I had been removed from ALL communication channels (SMS, email, and calls). Ongoing Issue
Despite the above:
I continue to receive unsolicited renewal/upgrade emails from Cell C stores and contractors. The most recent communication was received after telephonic confirmation that all communication had been suppressed. This indicates a failure to implement or enforce communication suppression across Cell C’s internal systems (central support, retail stores, and contractors). Nature of Concern
This matter now extends beyond poor service and raises compliance concerns, specifically:
Continued processing and use of personal contact information after withdrawal of consent (POPIA compliance concern) Failure to honour explicit opt-out instructions Systemic breakdown between Cell C’s support, retail, and contractor communication channels Misrepresentation of communication suppression status following direct assurance to the customer Required Resolution
I formally require:
Immediate and permanent suppression of my personal details across ALL Cell C systems, including: Marketing databases Retention / renewal campaigns Store-level and contractor contact lists Written confirmation that: No further renewal, upgrade, or marketing communication will be sent My opt-out request has been fully implemented across all systems A written explanation of: Why communication continued after explicit opt-out instruction Why prior assurance of full suppression was not effective Notice
Should this matter not be resolved and confirmed in writing, I will escalate the complaint further to:
The Information Regulator (POPIA enforcement authority) for potential ******** processing of personal information and continued direct marketing without consent ICASA and relevant consumer protection bodies for review of persistent post-termination communication practices
This is not a request for further engagement — it is a formal demand for cessation and compliance confirmation.

This matter has already been “reviewed” multiple times, and I have previously received assurances that:
- My contract was cancelled and migrated to prepaid
- My details were removed from ALL communication channels
Despite these confirmations, I continue to receive renewal/marketing communication. This indicates that either:
1. The required suppression has not been implemented, or
2. Your internal systems (including stores/contractors) are not aligned or compliant
At this stage, I require a clear and definitive response — not a generic acknowledgement.
Please confirm the following, in writing:
1. That my personal information has been fully and permanently removed/suppressed from ALL:
- Marketing databases
- Retention/renewal systems
- Store-level and contractor communication lists
2. That no further marketing, renewal, or upgrade communication will be sent to me under any circumstances
3. The reason why previous confirmations of communication suppression were not honoured
Please also provide a timeframe for when this has been (or will be) fully implemented.
