Cell C doesn't want to upgrade my contract!

I have been a Cell C contract customer for over 10 years and at the beginning of this year I contacted them to hear when I can upgrade my contract? Twice I was given dates and both times when I called I was again given another date. Then I waited untill the official date and I drove through to PE to the only store near me because Jeffrey's Bay, Humansdorp and all the other Cell C stores in PE was closed! The lady did my upgrade and I was sitting with my new phone in the box and I signed the papers, then she contacted HQ and the upgrade was not finalized because I am on Debt Review??? I have been on Debt Review for 4 years and the previous two upgrades was approved, I never missed one payment, but now when I URGENTLY need a new phone to do my work I am not good enough any more????????
