Cell C bad service provider blacklisting phones because of outstanding amount on contract

During Covid my husband lost his job unfortunately he could not pay his cellphone contract . Cell C blacklisted the phone so it could not be used. I find this inhumanly mean. However after several emails which they acknowledge to receive I have not received any response on my request to negotiate a reasonable payment option. The phone was also just blacklisted without any notice. You can't phone them all they say is that they are not available because of COVID 19 regulations. Come on we are entering level 1 and all businesses are up and running. This kind of service is unacceptable, in the interim I am sitting with a phone that has been paid for 18 months but can't connect with any simcard what so ever . I want to know if this action is legal to blacklist a phone?

Well just to give feedback, On Saturday afternoon I got a call from Cell C . It was clear that he was upset that I reported the case to Hello Peter site. The person who spoke to me was unfriendly and sounded very much irritated however I was told that Cell C had a period during covid to apply for payment relief which ended 17 July 2020 and that was their policy. (we were not aware of it) In other words the amount owned should be settled in full. Cell C is not prepared to negotiate payment of the outstanding amount. The person at the end then put the phone down so that was it. I am absolutely fine with it. I will not recommend anybody to get involved with Cell C unprofessional, rude, mean way of handling the persons that feed the salaries they get every month. I don't need your phone or contract anymore.
