Cell C always deducting incorrect amount

About 6 months ago we decided to get fibre using Cell C. They are supposed to deduct about R655 per month, but since inception have been deducting R813. After numerous attempts including this website I eventually got a phone call saying I will be refunded and the correct amount deducted. That was about 2 weeks ago and lo and behold on 1 April the incorrect amount was deducted again. How does one deal with this company? I mean why don't they do what they say they are going to do.
