Cell c

This is my 3rd time posting about cell c and there bad service after taking 2 months to fix my device today I got an email saying I owe them money I have an email from cell c thanking me for my payment I took a proof of payment to the store and they debited my acc yet my cellphone was turned off because they say I owe them ?? Can someone please advise were I can report this matter
