Cell C 086 and 087 numbers

Why is Cell C the only company that doesn't allow contract free minutes to be used for 086 and 087 numbers? You have to buy extra airtime, even if you have hundreds of minutes available.

Not good enough. I asked why you are the only network that does this. In other words, why should I stay with Cell C and not move elsewhere?
