Cant get hold of the Legal Department for a simple Paid up Letter !!!!

<p>I am apauled BY the service from Cell C. Pay my account and close it but cant get a simple paid up letter. Calling </p> <p>*** , holding on for more than 15mins and still no answer. Can someone at Cell C please assist me!!!!!</p>
