Cannot phone any toll free numbers on contract

I tried to phone my insurers emergency number when my car broke down and I was told I had insufficient funds. I am on a contract with Cell C.<br> Today I tried to phone a *120* number and the same thing happened. I phoned Cell C and they told me that you cannot phone free numbers without loading prepaid. I cannot recall that they ever informed me that free numbers are excluded from the contract. I find this completely unacceptable in a country like SA where you rely on your phone to get help in an emergency.I think it is a breach of contract if I cannot use free numbers in an emergency. I insist that Cell C activate free numbers on my phone or terminate my contract.
