Can't make international calls

I'm not able to make international phone calls. Every time I try I get a recording that says I need to activate international calling.<br> <br> I've spoken to the call centre 3 times this week. They have activated international calling 3 times and cancelled all call barring and I've restarted my phone after every attempt but the problem remains.<br> <br> Please help.<br>
