Can get a Data contract but can't get my upgrade

Why was it possible 2 years ago to upgrade our cell phone contracts while we were under dept review. Our cell phone contracts not under debt review. But this year we cannot upgrade cell phone contracts because cell c says it is due to being under debt review. Our Cell Contract are not under debt review, we pay our contracts monthly. How can I cancel our contracts, another service provider is will to provide us with new contacts and cellphone. Cell C calls me regularly to tell me we qualify for data contracts how is that possible if we don't qualify to upgrade?? PS According to the debt review companies if you have placed it (your cellphone account) on your monthly expenses when you app**** for debt review, and you have proven that you can pay the account, then you are allowed to upgrade your contract
