Billing queries

I have outstanding refund from Cell C for over 5 years now and they chose to ignore it ...I called yesterday and only they say I should wait for another 7 working days to escalate my query... it has been over years and still do not paid and after I had to make a call I have to wait again for 7days My reference for refunds are ***2 and call centre Agent gave me Reference ***
