Being charged incorrectly

I started a new data contract and received the router on 4th December 2015. I phoned on 7th December 2015 to stipulate a limit. The limit allows an extra R1. My account should therefore never exceed R300. I started the contract telephonically so there should be no start up fee. I phoned last week to query why I have had no debit order go off yet and was told the first DO will be 30th January. I was told that my account was sitting at R 725.11 but they couldn't tell me why. I phoned Cell C Clearwater Mall today and they confirmed that my account is over R700 and I must phone 084140.
