Bad service

I called cell c on the 9th of january 2021 to blacklist my ****** phone, they told me my cell number wasn't registered or ricad and that I need to go to cell c store and I did in jabulani mall, they told me to go to police station to do an affidavit and i did on the 11th and went back to cellc shop in calton center this time where they did a sim swap instead, I called cell c on the 12 to check if I can black list it, they again told me to go back to cell c shop to fill a black list form, I did but still today I haven't been helped, I need an ITC number to open a case.

Last time I checked It doesn't take 4 weeks to get that. I have never came across such a bad service black listing a phone. I need help now.
