Are there any services at Cell C?

I received the worse service from Cell C. They call me three weeks ago regarding an upgrade on my phone. BEST OFFER EVER AND I WON'T BE SORRY - Until date no phone received. Phone them just to hear the Samsung is not available. Nobody can explain why they could not inform me. Only responds just hold the line will put you through to Cell C direct. This was approximately 14:00. No answer. I phone again Cell C direct at 16:15. The voice note stated they are now open from 08:00 until 17:00. Just to hear sorry we're now close. Surely 16:15 is not 17:00. Until no word about my upgrade.
