amount billed is not amount debited

my account is being billed extra with R59.00 which was for the getit247 campaign which I cancelled 4 months back, which I have references for that cancellation. I m billed R254.00 but debit its R313.00! I called customer care many a times with no help, leaving messages for the managers to call me but to no avail.My contract is due for upgrade but the service I got no thanks I wont upgrade. I m sick and tired of Cell c helping themselves with my money, which I have been loyal to them.just want to pay the remaining months and I m done with them.
