Almost ZERO LTE speeds in the centre of coverage map!

I have escalated LTE speed for my area via Vox over 2 weeks ago and trued to do the same directly with Cell C for my mobile speeds but nothing!

Mobile(LTE phone) speed test done yesterday in Constantia Park, Pretoria which is supposed to be full coverage according to their map was: Ping 27ms; download 2.85mbps and upload ZERO

Huawei router B315 connected via cable and via wifi:

Ping 679ms; download 4.29mbps and upload 0.13

Ping 145ms; download 3.34mbps and upload 0.46

The router was tested in Witbank and got the following, so cannot be the router:

Ping 34ms; download 12.37mbps and upload 4.19
