Account department

My brother has a contract with CellC he has paid them the outstanding balance on his contract however The account department is not resolving the issue of unlocking his contract, when we call the call center they say the account department is not reachable and we have been emailing proof of payment over a month now and nothing is being done with his account. This shows how bad is CellC customer service 😡
