7 day out of box failure isn't what they say it is..

I bought a Huawei P8 lite on 26/08/201 at Cell C Centurion mall (the upper level shop). On my way home, when I switched the phone on for the first time, I realised a dead pixel in the upper right hand corner part of the phone. The next day, 27/08/2016 (Saturday), I took the phone back because it has a 7 day out of box failure warranty. They asked me to take it to a third party store (in the same mall) to verify that it is indeed an OBF (out of box failure). The store verified the it is an OBF and said that they should replace the phone with a new one because that's what happens if it's an OBF. I took it back to Cell C and they booked it in. they gave me papers to sign, said it will take 7 days and gave me copies of the papers we signed. The papers just have the phones details, my details and the OBF details (the dead pixel). The papers show within 7 working days. It is now 11 working days after I gave them the broken new phone. (I payed for a working, no problem, new phone, not a broken phone). I phoned them today, 12/09/2016, and they said it only went in to the Cell C technicians today. I got the courier tracking number from Cell C and confirmed this myself. The phone only left the store on 09/09/2016, more than 7 days after I gave it back to them. When I bought the phone, they told me that it has a 7day OBF warranty and if it has an out of box failure, then the phone gets replaced with a new one. Now the phone gets sent in to be repaired and not replaced because they only did something about this after the 7days. The Managers and staff can clearly not manage and run the store and the tasks set out for them. Or maybe It's the owner of the branch or Cell C policy to do this as a standard with all OBFs. This has not been resolved yet and I'm still waiting on their call. They told me that they would phone me within 7 days but no call from them what so ever. Hope something gets done about this before it escalates to something none of us wants. CPA (Consumer Protection Act) is all I I'm saying
