086 Numbers not working even with Airtime

Unable to phone 086 numbers AT ALL.

I am well aware of the limitation on 086 numbers with inclusive minutes, but I also have R300 + of normal airtime and I still cannot phone 086 numbers at all, how dumb is that, yet you tell people that you can phone 086 numbers with airtime?
