084-145? number keeps calling me and playing music

I keep getting calls from Cell-C's 084-145? number, when I answer there is music playing.<br> thi is highly anoying, annother thing is Cell-C's data network is ridiculous, slower than anything i have ever experienced, and its been that way for at least a year now, accross the whole of Cape town.<br>
