Complain against rain parcel that was supposed to be delivered a week ago

I'm so disgusted with the service provider rain is using for delivery, this people don't stick to their commitment, they are very unreliable and cannot be trusted, they keep on saying the order was not scanned out,like 3 times already what kind of incompetence is this..bored
