Payment Cards blocked unable to buy

I have a cash payment card that has money in it but I am able to buy with it because it's blocked I went to cashbuild in Jubilee Mall a female staff member there told me it's because it's of network(offline) and my card only works were I registered it which was false as I went to another branch and they told I can use my card anywhere. I called (08/02/2024 - 12:18am) the HO on *** they just answer and hang up on me same time or not answer at all What's the point of having a careline and when you don't care !!! This is poor service at its best.
