Unemployed debit full debit orders

So my husband is unemployed has been for the last year. As soon as he was rentrenched he immediately went to the bank to inform them and make payment arrangements for his accounts. So come first month of UIF payment and arrangements in place, they debit full amount plus interest as the account when into arrears while waiting on UIF. He goes in and they reverse only half the amount. Bearing in mind he was the breadwinner of the house and we depend on this to survive. He has to go to the bank every month to reverse full payments when there is an arrangement in place. Once again he received UIF and they deduct arrangement plus full amount for other account and are refusing to reverse or understand that we need this to survive. It is not like he has NOT been paying the account hence arrangement to what we are able to afford at present. We need to eat, kids to feed etc.
