Transfer recall taking forever

I made a transfer of R5750 to a person at the branch on 30 September 2016 around 13h00 to an ABSA bank account. The person i transfered to did not want to honour his end of the deal. So early morning on the 1st October i called client care to make a recall and i then immediately went to the branch to make sure the recall was made. It is common knowledge that any funds transfered to an external bank from Capitec takes 24hrs to 48hrs to clear. However i was told to wait 7 days for the funds to be reversed and that there is no guarantee i would recieve my funds back, Are we not allowed to make reversals as consumers? I still await for my feedback till this day i have went several times to the branches and i keep on being told they still investigating, what investigation when they see funds went out of my account. This is frustrating knowing that syndicates can get aay with crime using banks. They gave me an incedent number ********** 4.
