They refused to open account for my helper

I have ahelper works for me twice a week. I asked her to open a Capitec Account so I can EFT her wages while I am away. I suggested Capitec as they advertise to cater for low income with low fees. She went there on Thursday the 29th of January and she was sent back because they want a proof of address. She lives in an RDP house and doesnt receive any documents. They advised her to get a councillors letter confirming its her RDP. She got the letter and went back on the 2nd of February. They sent her back, this time they want a payslip to go wth with the proof of address. I then called the bank and spoke to Ass.Manager Nelly Mashile who confirmed that they cant open an account for her without a payslip. I asked her, a payslip for somebody who earns R350? What am I going to put on the payslip? Nelly then asked if my helper can bring a statement from a clothing store. Really?!? These people are poor and they work odd jobs to make ends meet and you require them to have a payslip or stamement of account!!! That doesnt make sense!! They are poor and unempoloyed! The bank wont accept a Declaration form from me as she doesnt reside with me. How is this helping the poor?
